Kirinyaga Governor Anne Waiguru has criticised county chiefs planning to sue the national government for failing to release money to counties.
She said remarks by Kakamega Governor Wycliffe Oparanya that failure to release cash to the counties is a violation of the Constitution are "personal".
"We have not met as the Council of Governors to make any resolution. Whatever the governor said is his personal views and should not be taken as a decision of CoG," Waiguru said.
She spoke at Makutano town.
Waiguru also denied claims that county governments' operations have grounded to a halt.
She said the operations are going on uninterrupted and accused her counterpart of politicising the issue.
The former Devolution CS said although some counties are facing financial challenges, there is no need for the two levels of government to start antagonising each other.
The county governments, Waiguru said, must be innovative to ensure their operations continue uninterrupted.
Waiguru said the Council of Governors will call all the 47 governors for a meeting to deliberate on the way forward.
"The best thing is to adjust and prudently use the money we have in our budget," she said.
Oparanya on Tuesday told the Star that governors will move to court over delays by the National Treasury to release money to counties.
He said lack of funds has crippled projects and the running of the 47 governments.
They said the national government has deliberately delayed to release the cash despite the Senate's approval.
"The most affected services include health, education, disaster management and public works," the governor said.
The last time counties received money from the National Treasury was in July, when the 2016-17 year ended.
"I can see this is a violation of the Constitution that President Uhuru Kenyatta swore to protect," Oparanya, who is CoG Finance Committee chairman, said.
